A 20-minute ride should have charged it enough to turn over at least. Maybe you should try another, longer ride? Note that it doesn't charge while sitting at idle - you have to be moving. If it still doesn't charge, there's a good chance the battery is dead - as in you need a new one. If you've had the bike for any length of time and not serviced the battery - it's probably empty and won't take a charge any more.

The battery is behind the tool kit. After removing the toolkit cover and the toolkit, there is a metal bracket to be removed. One screw at the top, 2 at the bottom.
